The first thing I caught:
1. We will receive financial support for the reconstruction and restoration of our infrastructure in the best case in the amount of 10% of our real needs, the rest of the funds will come from private investors.
2. Now about private investors. Ukraine is in 118th place in terms of corruption! Investors, they will want to control their invested money! and with such a level of corruption, we have little chance.
3. Now many are starting to design Social Infrastructure – these are schools, kindergartens, etc., but they take as a basis the outline of these projects, which were laid out since the 60s. Instead of analyzing and applying the best practices of similar projects in recent years from Europe.
4. Surely each of us lives in anticipation of Victory, and one day the moment of “IX” will come – “Green light for the restoration of the entire country, and we are not ready.” Therefore, various projects and solutions need to be prepared now, so that at the moment of “X” we are fully armed.
5. Now many cities are completely destroyed and it is correct to revive them with new Master-plans, with a modern understanding of spatial development of territories, to adopt the experience of successful planning of European cities, and not to use old general plans from Soviet times.
6. Very large migration of Ukrainians, more than 10 million people. We need to understand that most likely not all will return and not at once. Therefore, we need to plan where to build at the moment, not to build where there will be no people.
7. Pay great attention when designing schools and kindergartens, according to statistics, 3246 educational institutions have now been damaged by bombing and shelling, 259 of them have been completely destroyed.…. Each recreated school will return children and their parents, thus we will return our own.
8. We understand exactly that we are going to the EU, but even now we are using outdated design standards. The state needs to think now about how to switch to European DYN standards.
9. Now the most important thing is that there is no control team in the Competitive Selection of Projects, again right now projects are undergoing expertise, which outwardly are no different from the “crap” that was built before. How to stop this and who will be responsible for it. We need a group, a commission, let’s see how it was before.
10. Next is private business, it needs to be given more freedom, but in any case, control the planning of its production, etc. At the moment, with the closure of the sea, we have activated the Lviv-Kyiv land corridor. Kyiv is a hub. Now most of the production has moved to the western zone from Vinnytsia to Lviv, but when the territories are liberated, this structure will change, we must take this into account when planning urban development plans, etc.
